Why Asbestos Surveys Are Required for Buildings Built Before 2000

In New Zealand, asbestos was widely used in building materials until it was phased out around the year 2000. Because of this, WorkSafe NZ regulations require that any building constructed before 1 January 2000 must be assessed for asbestos before any work that could disturb the building materials is carried out. This includes maintenance, renovations, or demolition.

Property owners, PCBU (Persons Conducting a Business or Undertaking), and contractors have a legal duty to identify and manage asbestos risks to prevent exposure.
